Every region walks the same ladder. Moving up is a decision by the cohort, not a timeline. The ladder exists so progress is legible — and graduatable. The critical-path page names the seven legal items that gate Phase 2 for any region.

Tell us where the method could land next — a Mediterranean coast, a hot-desert fringe, a temperate upland with a cooperative tradition. One reviewer reads each proposal.
